Xylitol gum, oral probiotic lozenges and fluoride-free toothpaste
Premium wellness brands come to our UK facility for custom oral health products, which we develop and make as an oral health supplement manufacturer: oral probiotic lozenges and powder sticks, sugar-free xylitol gum and mints, chewable tablets and sugar-free gummies for teeth and gums, and fluoride-free toothpaste and mouthwash as oral care cosmetics. We design each format for the mouth, from xylitol load and flavour life to dissolution, build in an authorised claim where one exists, and keep cosmetic claims cosmetic. Every batch comes with a certificate of analysis, and your formula is yours. Oral health sits within our gut health supplement manufacturing range: digestion starts in the mouth, which has a microbiome of its own.
We specify every active by grade, strain or particle data, and screen each one in-house against the novel food and cosmetics rules of every target market before a formula is fixed.
Xylitol and other polyols
Xylitol is a polyol made by hydrogenating xylose from birch wood or corn cobs. It tastes about as sweet as sugar and cools the mouth as it dissolves, and replacing sugar with it keeps plaque from turning acidic, which is the basis of the tooth mineralisation claims below. Erythritol, sorbitol, maltitol and isomalt fill out gum, mint and chewable bases; our sugar reduction and clean-label formulation page covers each one. Xylitol is dangerous to dogs (FDA, 2025), so we offer a pet warning on gum, mints and toothpaste.
Oral probiotics
Oral probiotics use strains of Streptococcus salivarius, a natural inhabitant of the human mouth, such as K12 and M18, rather than gut strains. K12 carries the genes for two bacteriocins, salivaricin A2 and salivaricin B (Hyink and colleagues, Applied and Environmental Microbiology, 2007). The product's job is to deliver live cells to the mouth, so the format dissolves slowly there instead of being swallowed. We specify genus, species and strain, and set the count the product must still hold at the end of shelf life, as our probiotic supplement manufacturing page explains.
Nutrients for teeth and gums
Vitamin C, calcium, vitamin D, magnesium and phosphorus carry authorised claims for gums and teeth, and suit chewable tablets and sugar-free gummies. Calcium carbonate is about 40% calcium but chalky, so chewables pair it with flavour work.
Hydroxyapatite and fluoride-free oral care
Hydroxyapatite is the calcium phosphate mineral that makes up most of tooth enamel. In toothpaste and mouthwash it is a cosmetic ingredient, chosen by brands that want a fluoride-free formula. Nano grades follow strict EU conditions: rod-shaped particles, at least 95.8% of them with an aspect ratio below 3 and the rest no more than 4.9, neither coated nor surface-modified, at up to 10% in toothpaste and 0.465% in mouthwash, and never in a product that could be inhaled. As of October 2026, Great Britain sets no limits specific to hydroxyapatite, and we build GB formulas to the EU conditions so one formula serves both markets. Non-nano hydroxyapatite falls outside these conditions, so the particle data on the supplier's specification decides which rules apply.
Gum and xylitol claims, and when toothpaste counts as a cosmetic
As of October 2026, these oral health claims are authorised in GB and the EU, in this wording and with these conditions:
| Product | Authorised claim | Conditions |
|---|---|---|
| Sugar-free chewing gum | "Sugar-free chewing gum contributes to the maintenance of tooth mineralization"; "Sugar-free chewing gum contributes to the neutralisation of plaque acids" | Gum that meets the sugars-free conditions; the label says the effect comes from chewing for at least 20 minutes after eating or drinking. |
| Sugar-free chewing gum | "Sugar-free chewing gum contributes to the reduction of oral dryness" | Gum that meets the sugars-free conditions; the label says the effect comes from chewing the gum whenever the mouth feels dry. |
| Sugar-free chewing gum with carbamide | "Sugar-free chewing gum with carbamide neutralises plaque acids more effectively than sugar-free chewing gums without carbamide" | Sugars-free gum with at least 20 mg carbamide per piece; the label says to chew it for at least 20 minutes after eating or drinking. |
| Foods and drinks with xylitol | "Consumption of foods/drinks containing xylitol instead of sugar contributes to the maintenance of tooth mineralisation" | Sugars replaced so that the product does not lower plaque pH below 5.7 during and up to 30 minutes after consumption. |
| Gum sweetened with 100% xylitol | "Chewing gum sweetened with 100 % xylitol has been shown to reduce dental plaque." The authorised wording continues with a second sentence on plaque as a risk factor in children. | The label carries the full wording and says the effect comes from 2 to 3 g of such gum at least 3 times per day after the meals, plus the required statement on multiple risk factors. |
| Vitamin C; calcium, vitamin D, magnesium, phosphorus | "Vitamin C contributes to normal collagen formation for the normal function of gums"; "Calcium is needed for the maintenance of normal teeth", with matching teeth claims for vitamin D, magnesium and phosphorus | Products that are at least a source of the nutrient. |
Oral probiotics carry no authorised claim, and GB advertising rules and the European Commission regard "probiotic" as a health claim, so labels name the strain and let a nutrient claim carry the health message. Toothpaste and mouthwash are cosmetics in the UK and the EU when they clean, protect or keep the teeth and mouth in good condition, and need a Responsible Person, a safety report and SCPN or CPNP notification before sale; a nano ingredient is listed with "(nano)" after its name and notified at least six months before launch. In the US, supplements use structure and function claims with FDA's disclaimer, a fluoride toothpaste is both a cosmetic and a drug, and cosmetics need facility registration and product listing under MoCRA, which we put in place as US oral care programmes start. Our claims and regulation page covers each market in depth.
In the mouth, contact time matters as much as dose
Dose and contact time
In the mouth, dose is about contact time as much as quantity. The authorised gum claims depend on chewing for at least 20 minutes after eating or drinking, and the xylitol gum claim on 2 to 3 g of gum sweetened with 100% xylitol at least 3 times per day after meals. So we design piece size, xylitol load and flavour life together: a flavour that fades after five minutes undermines a 20-minute claim. For oral probiotic lozenges, slow and even dissolution keeps live cells in the mouth, and we tune hardness and the polyol base to set it.
Keeping live cells alive
Streptococcus salivarius does not form spores, so heat, moisture and compression all cost live cells. We blend it into low water activity bases, compress lozenges with only the force their hardness target needs, and pack them in high-barrier blisters or bottles with desiccant. The label count is the count at the end of shelf life, set from each strain's own stability data.
Oral care cosmetics
Hydroxyapatite dissolves in acid, so toothpaste and mouthwash bases that carry it are built near neutral pH, without acidic flavours or actives. Toothpaste is vacuum mixed to keep air out of the paste, and its abrasivity is measured to ISO 11609, the dentifrice standard, so cleaning stays gentle on enamel. Preservatives come only from the cosmetics preservatives annex, and every water-containing formula is proved by challenge testing to ISO 11930.
Labels
Gum, mints and chewables with more than 10% added polyols carry "excessive consumption may produce laxative effects" in GB and the EU. Sugar-free claims need no more than 0.5 g of sugars per 100 g, so coatings and flavour carriers are checked against that limit too.
Gum, lozenge or toothpaste: formats built for the mouth
- Chewing gum, sugar-free and sweetened with xylitol or a polyol blend, made in-house. Gum base components are chosen to be permitted in each target market. Our functional pouch, gum and mint manufacturing page covers caffeine and nootropic gum.
- Mints and lozenges carry xylitol and oral probiotics in compressed pieces that dissolve slowly. We make tablets in-house; see capsule and tablet manufacturing.
- Chewable tablets and gummies carry vitamin C, calcium and vitamin D for teeth and gums. Our gummies are GMP certified, made sugar-free with polyols for oral health, and every gummy batch gets an active assay as standard; see gummy manufacturing.
- Powder sticks carry oral probiotics in a dose that melts on the tongue. The same stick format carries our fibre and postbiotic blends.
- Toothpaste and mouthwash, with hydroxyapatite or xylitol, are oral care cosmetics made in our UK facility; see skincare and cosmetic manufacturing.
Every format is made in our facility, which is ISO 9001, HACCP and GMP certified by BSI, and FDA registered. For toothpaste and mouthwash, we cite ISO 9001 certified by BSI, whose scope includes cosmetics. Your formula is yours: the specification, the strain and particle data, and the stability results belong to your brand.
Extruded gum, compressed lozenges and vacuum-mixed toothpaste
- Brief and claims plan. We agree the format, the markets and the claim first, because claim conditions set the xylitol load, the sugar limit and the directions.
- Specify and approve. Every material comes from a supplier that has passed our supplier approval. Strains arrive with counts, and nano hydroxyapatite with particle data checked against the EU conditions on every lot.
- Mix and form. Gum base is softened and mixed with polyols, flavours and actives, then extruded, rolled and scored, or compressed from a powdered gum base. Lozenges and mints are compressed to hardness targets, and toothpaste is vacuum mixed.
- Pack. Gum goes into blisters or pouches, lozenges into high-barrier blisters or desiccated bottles, and toothpaste into tubes.
- Label and release. Label verification on every batch is the critical control point in our HACCP plan, CCP-01, and covers claim directions and pet warnings. Three retained samples per batch are kept for shelf life plus one year, and nothing is dispatched without quality control sign-off.
When an oral health supplement manufacturer says sugar-free, ask how
Ask how each claim condition is proved on the finished product. Every batch is tested by accredited partner laboratories (ISO/IEC 17025) as part of every order, and your specification sets the release tests:
- Sugars and polyols by HPLC, so the sugar-free claim and the 100% xylitol sweetening match the pack.
- Live counts for oral probiotics by plate count or flow cytometry, at release and through stability.
- Toothpaste and mouthwash: microbiology, challenge testing to ISO 11930, abrasivity to ISO 11609, and a fluoride check behind every fluoride-free claim.
- Purity and stability: lead, cadmium, mercury and arsenic, microbiology to the specification for each format, and accelerated and real-time stability studies on every new formula.
Our quality system adds a HACCP study per product type, reviewed annually, and a full mock recall, forward and backward with mass balance, in seconds; our testing and batch release page sets out the full approach. R&D is a paid stage that can be included with an order of the right size. Start your project with your format, your actives and your markets, and we will build the formula and the claims plan together.

Questions brands ask
What does an oral health supplement manufacturer make?
An oral health supplement manufacturer develops and produces oral probiotics, xylitol gum and mints, and chewables for teeth and gums, and at British VitaTech also fluoride-free toothpaste and mouthwash as cosmetics. We cover formulation, strain and grade selection, claims for the UK, EU and US, manufacture and batch testing. R&D is a paid stage that can be included with an order of the right size, and your formula is yours.
Which oral health claims are authorised in the UK and EU?
As of October 2026, sugar-free chewing gum carries authorised claims for tooth mineralisation, neutralising plaque acids and reducing oral dryness, and gum sweetened with 100% xylitol carries a claim on reducing dental plaque. Foods with xylitol instead of sugar carry a tooth mineralisation claim. Vitamin C contributes to normal collagen formation for the normal function of gums, and calcium, vitamin D, magnesium and phosphorus carry claims for normal teeth. Oral probiotics carry none.
What are the conditions for xylitol and sugar-free gum claims?
Each claim comes with its own directions. As of October 2026, sugar-free gum must meet the sugars-free conditions, and its tooth mineralisation and plaque acid claims need the label to say the effect comes from chewing for at least 20 minutes after eating or drinking. The 100% xylitol gum claim needs 2 to 3 g of gum at least 3 times per day after meals, in its full authorised wording. Carbamide gum needs at least 20 mg per piece.
Can you make nano-hydroxyapatite toothpaste?
Yes, as a cosmetic made in our UK facility. As of October 2026, EU law allows nano hydroxyapatite up to 10% in toothpaste and 0.465% in mouthwash, as uncoated rod-shaped particles, never in a product that could be inhaled. Great Britain sets no specific limits, and we build to the EU conditions. In both, the ingredient is listed as "hydroxyapatite (nano)" and notified at least six months before launch, and we check particle data on every lot.
Can oral probiotics carry a health claim?
Not in the UK or EU. As of October 2026, no claim is authorised for any probiotic strain, and GB advertising rules and the European Commission regard the word "probiotic" itself as a health claim. Labels name the strain, such as Streptococcus salivarius K12, and an authorised nutrient claim, such as vitamin C for the normal function of gums, carries the health message. US labels use structure and function claims with FDA's disclaimer.
Is a fluoride-free toothpaste a cosmetic or a medicine?
A cosmetic, when its claims are cosmetic. In the UK and the EU, toothpaste is a cosmetic when it cleans, protects or keeps the teeth and mouth in good condition, and it needs a Responsible Person, a safety report and notification before sale. In the US, FDA regards a fluoride toothpaste as both a cosmetic and a drug, so a fluoride-free formula with cosmetic claims stays a cosmetic, with facility registration and product listing under MoCRA.
Do you make chewing gum in-house?
Yes. We make sugar-free chewing gum in-house, like every other format we offer: gum base is softened and mixed with xylitol or a polyol blend, flavours and actives, then rolled and scored, or compressed from a powdered gum base. We design piece size, xylitol load and flavour life together, so the product delivers the 20 minutes of chewing its claim needs, and we test sugars and polyols on every batch.
