Body mists and hair perfumes, alcohol-based or alcohol-free

Private label body mist manufacturing at British VitaTech means bespoke body mists, hair perfumes and hair mists, alcohol-based or alcohol-free, developed and made in Leicester for premium wellness brands. We build each mist around your scent, base, alcohol level and pump, and blend alcohol-based formulas in our alcohol handling zone. We take every product from the first formula to a finished product that is assessed, notified and ready to sell in the UK, the EU and the US. Each one comes with its specification, IFRA certificate and allergen calculation, stability test reports, the CPSR and a certificate of analysis for every batch.

Some private label body mist is a stock base with a bought-in scent and your label. Bespoke development gives your brand its own base, fragrance, feel, pack and test data. Your formula is yours, as our formula ownership commitment sets out. We brief fragrance houses in our partner network on your scent, or work with a fragrance you already hold.

  • Body mists. Alcohol-based mists that dry fast, and moisturising mists with glycerin and botanical waters that leave skin soft rather than tight.
  • Hair perfumes and hair mists. Lower-alcohol and alcohol-free formulas with conditioning ingredients, built to scent hair without drying it or weighing it down, alongside our haircare range.
  • Layering ranges. A body mist, hair mist, body lotion and wash in one scent family, developed with our body care range, so every product shares one fragrance brief and one development plan.
  • Mood-themed scents. Fragrances built around a moment, such as a calm evening or a bright morning, with claims that describe the scent and the experience.
  • Travel sizes, refills and sets. Pocket sprays, refill bottles and gift sets, each pack tested with its formula, with sets assembled through our contract packing service.

In US mass retail, Circana reports that fragrance was the fastest-growing beauty category in the first half of 2026, with sales up 15% and units up 7% (Circana, August 2026). McKinsey sees consumers creating "fragrance cocktails" by layering scents and wearing different scents through the day or on different parts of the body (McKinsey, 2026). Mists suit that habit: light, easy to reapply and made to layer.

Clear SPF scalp mists use the same alcohol controls, as our page on sun care manufacturing explains, and our skincare and cosmetic manufacturing hub covers the full range.

How a mist project runs

Our research and development team runs each project from brief to scale-up. We agree the scent direction, base, alcohol level, feel and claims, brief the fragrance, and make laboratory samples for you to judge on skin and hair. The lead sample goes into stability and pack testing, the fragrance's allergen profile is built into the label plan, and a pilot batch confirms the process before the first production run. R&D is a paid stage that can be included with an order of the right size.

Alcohol, solubilisers and allergens in a mist that stays clear

The alcohol base

Ethanol dissolves fragrance oils, lifts them into the air as it evaporates and dries fast on skin. We use perfumery grades of denatured alcohol, listed as Alcohol Denat. on the label, and the denaturant matters: one grade HMRC approves for perfumes and toiletries is denatured with benzyl benzoate, itself a listed fragrance allergen, so it counts in the allergen calculation (HMRC Excise Notice 473). Glycerin and other humectants offset alcohol's drying effect on skin. The fragrance concentrate is mixed into the alcohol and rested, then chilled and filtered, so the mist stays clear when it is cold.

Alcohol-free and hair formulas

Fragrance oils don't dissolve in water on their own, so alcohol-free mists use solubilisers to keep the oil dispersed and the mist clear, and they need a preservative system proven by challenge testing. Hair perfumes balance scent and care: we keep alcohol lower, add conditioning ingredients such as panthenol and light esters, and choose a pump that covers hair in a fine, even mist without wetting it. For leave-on products that work on the scalp itself, see our scalp care range.

Fragrance allergens, by design

A mist is a leave-on product, so allergen thresholds are low. Every fragrance arrives from the fragrance house with its IFRA certificate for the product type and use level, under the fragrance industry's IFRA Standards, and a full allergen declaration. We calculate each allergen's level in the finished mist. As of October 2026, EU labels list each of around 80 fragrance allergens present above set levels, 0.001% in a leave-on product such as a mist, so we write every label to that list from the start, and one ingredient list serves the UK and the EU. For a lighter allergen load, we brief the fragrance house to build the scent around fewer listed materials.

Colour, clarity and scent stability

Some fragrance materials, vanillin among them, can turn a mist yellow or brown over time, and natural extracts can haze in the cold. We screen each fragrance in the base before approval, use tinted or opaque glass, or a UV absorber within its permitted limit where a clear pack is wanted, and track colour, clarity and odour through stability.

How a private label body mist is blended, chilled and filtered

  1. Specify. We agree the specification with you: base, alcohol level, fragrance and its level, claims, pack, markets and shelf life, with every ingredient screened against each market's annexes and the fragrance's IFRA certificate.
  2. Approve suppliers. Every material comes from a supplier approved before use and reviewed every year. Fragrances arrive with their IFRA certificate, allergen declaration and safety data sheet, and each fragrance batch is checked against the approved standard by odour.
  3. Blend. Alcohol-based mists are blended cold in closed, earthed vessels in our alcohol handling zone, then rested, chilled and filtered. Alcohol-free mists are built by solubilising the fragrance before the water phase and preservative go in.
  4. Check in process. Appearance, clarity, colour, odour, alcohol content or pH, and fill weight are checked against the specification.
  5. Fill and label. Mists are filled into glass or compatible plastic bottles, fitted with fine-mist pumps, crimped or screwed on and checked for leaks, and labels are verified on every batch.
  6. Test, retain and release. Every batch is tested by accredited partner laboratories (ISO/IEC 17025) as part of every order, three retained samples per batch are kept for shelf life plus one year, and quality control releases every batch against its specification.

Alcohol controls in storage, filling and transport

Alcohol makes a mist flammable, so every alcohol-based formula has its flash point measured by a closed-cup test, and the result sets how we store, fill and ship it.

  • Storage. Alcohol and fragrance concentrates sit in a dedicated flammables store. Only the quantity needed for the shift comes into the production area, kept closed in fire-resisting cabinets built to hold spills.
  • Filling. Blending and filling run in a ventilated zone with no ignition sources and equipment suited to flammable atmospheres, and vessels and transfer lines are earthed and bonded so static can't build up. Spill kits sit at every station.
  • Transport. Mists that test as flammable ship as dangerous goods. Retail units travel under limited-quantity rules where they apply, in marked outer cartons, with carriers that accept dangerous goods. Air freight has tighter rules, so we plan routes with your fulfilment partners.

Flash point, IFRA certificate and product file

Each product comes with its documents: the agreed specification, a certificate of analysis for every batch, stability, compatibility and challenge test reports, the flash point and transport classification, the IFRA certificate and allergen calculation, the CPSR, and the product information file built with you for your Responsible Person.

Why every mist is tested through its final pump

Before launch, every product has a cosmetic product safety report (CPSR), signed by a qualified safety assessor who compares each ingredient's expected exposure with its safety data, fragrance materials included. Mists are sprayed, so the assessor also needs the droplet size distribution through the final pump: the SCCS regards droplets up to 100 micrometres across as inhalable, and while pump sprays generally produce larger droplets than aerosols, some nozzles produce very fine ones. The assessor also sets the label precautions, such as keeping the mist away from the eyes and from flames. We run the test programme with accredited partner laboratories:

  • Stability in the final pack, accelerated and real-time, with heat, cold and light exposure, tracking colour, clarity, odour, alcohol content or pH, and weight loss through the pump.
  • Compatibility between formula and pack: alcohol and fragrance oils can stress some plastics and swell pump seals, so we check bottles, pumps and seals, and test pump output and spray pattern through shelf life.
  • Challenge testing to ISO 11930 for alcohol-free mists. High-alcohol mists can be assessed as low microbiological risk under ISO 29621.
  • Microbiology on finished product, against the limits your specification sets.
  • Claims tests arranged with specialist partners: trained sensory panels for scent strength and longevity, consumer perception tests, and patch tests under dermatological supervision.

We make every product in our Leicester facility, which is ISO 9001 certified by BSI, and the certificate's scope includes cosmetics. Our stability and shelf life testing page explains how the results set the shelf life and the date or period-after-opening symbol on your label.

What a body mist can promise in the UK, EU and US

Body and hair mists sell as cosmetics in all three markets when their claims describe the scent and how it feels to wear. This is the position as of October 2026.

  • Great Britain. We arrange the CPSR and build the product file for your UK Responsible Person, who notifies the product through SCPN before sale, with labels that carry the EU allergen list.
  • European Union and Northern Ireland. The same file supports CPNP notification by your Responsible Person in the EU, or in Northern Ireland for that market, and labels name the expanded allergen list.
  • United States. Cosmetics need facility registration and product listing under MoCRA. Our FDA registration is a food facility registration for dietary supplements, so we register our Leicester facility under MoCRA as US programmes start. FDA says a fragrance marketed with claims that the scent will help the consumer sleep "meets the definition of a drug because of its intended use" (FDA).

Claims for scented products

A mist can promise a scent, a fresh feeling and soft, fragrant hair. It can't promise better sleep, less stress or any other effect inside the body, which falls outside a cosmetic's functions in all three markets. Longevity and strength claims rest on sensory panel data. We write every claim and the test behind it into the specification before the first sample. Questions brands ask

Can you make private label body mist?

Yes. We develop and make custom body mists in Leicester, alcohol-based or alcohol-free, built to your brief rather than a stock base with a bought-in scent. We brief fragrance houses in our partner network or work with a fragrance you already hold, and every formula is tested for stability, pack compatibility and safety before launch. Your formula is yours, with its specification and data, and R&D is a paid stage that can be included with an order of the right size.

How is a hair perfume different from a body mist?

It is built for hair as well as scent. Alcohol lifts fragrance and dries fast, but too much can leave hair feeling dry, so our hair perfumes use less alcohol, or none, with conditioning ingredients such as panthenol and light esters. The pump gives a fine, even mist that covers hair without wetting it or weighing it down, and the fragrance level and safety assessment are set for leave-on use on hair and scalp.

How do you handle alcohol-based mists safely?

With controls set by each formula's flash point, measured by a closed-cup test. Alcohol and fragrance concentrates are kept in a dedicated flammables store, with only the quantity needed for the shift in production, closed in fire-resisting cabinets. Blending and filling run in a ventilated zone with no ignition sources and with earthed, bonded vessels. Mists that test as flammable ship as dangerous goods, under limited-quantity rules where they apply, with carriers that accept dangerous goods.

Which fragrance allergens go on the label?

Every listed allergen above the threshold for a leave-on product. As of October 2026, EU labels list each of around 80 fragrance allergens present above set levels, 0.001% in leave-on products such as mists. We calculate each allergen from the fragrance house's declaration, including any from the alcohol's denaturant, and write every label to the EU list from the start, so one ingredient list serves the UK and the EU. For a lighter allergen load, we ask the fragrance house for fewer listed materials.

Can you make alcohol-free mists?

Yes. Alcohol-free body and hair mists use solubilisers to keep the fragrance oil dispersed and the mist clear, with humectants and conditioning ingredients for feel. Because they contain water, they need a preservative system chosen from the Cosmetics Regulation's preservatives annex and proven by challenge testing to ISO 11930. We test clarity in the cold, colour and odour through stability, and pump output through shelf life, so the mist stays clear and sprays evenly.

What claims can a body or hair mist make?

Cosmetic claims about scent, feel and fragrant hair, with longevity claims backed by sensory panel data. A mist can't promise better sleep, less stress or any other effect inside the body. As of October 2026, FDA says a fragrance marketed with claims that the scent will help the consumer sleep meets the definition of a drug because of its intended use, and UK and EU law defines a cosmetic by functions such as perfuming and keeping skin and hair in good condition.

How do you test body and hair mists?

With accredited partner laboratories, we test stability in the final pack under heat, cold and light, tracking colour, clarity, odour and weight loss through the pump. We test pump output and spray pattern through shelf life, measure droplet size through the final pump for the safety assessment, and challenge test alcohol-free mists to ISO 11930. Every batch is tested by accredited partner laboratories as part of every order and released by quality control against its specification.
