Nicotine-free pouch manufacturer: flavour and functional pouches

We are a nicotine-free pouch manufacturer for premium wellness brands, and every pouch on this page is developed and made in Leicester, from bench sample to sealed, labelled can, inside the scope of our HACCP and GMP certificate from BSI. Each one carries flavour, caffeine, botanicals or vitamins in a plant-fibre matrix, placed under the lip and released over a session: flavour pouches with no active at all, caffeine versions dosed within EFSA's safety figures, and vitamin pouches at 15% or more of the NRV where the label makes a claim. We build every pouch as a food from the first brief, and every batch ships with its certificate of analysis.

Our nicotine-free pouches are the base of our functional pouch range: every caffeine and nootropic pouch we make starts from the same platform. UK specialist retailers report caffeine pouches as a rapidly growing segment, and the format moved from online sales into national high-street retail at the end of 2025 (The Grocer, January 2026).

Flavour, caffeine, nootropic and vitamin pouches

Private label and white label pouches

Brands ask us for private label pouches, white label pouches or a fully custom build. Either way, we start from our established pouch platform and tune strength, flavour, moisture and can to your brand. We take on multi-market pouch programmes and scale them in Leicester as your brand grows. Your formula is yours: the blend, specification and data belong to you, as our formula ownership commitment sets out.

Bases and dose ranges

The base is a plant-fibre matrix with a humectant, sweeteners, flavour and cooling agents, sealed in a food-contact fleece. A flavour pouch carries no dose: its specification sets flavour strength, sweetness, moisture and pouch weight. With actives, the dose follows the rules for each one: caffeine against EFSA's safety figures of 200 mg as a single dose and 400 mg a day for healthy adults outside pregnancy, and vitamins at 15% or more of their NRV per daily portion where the label makes a claim.

Fibre, moisture and flavour, before any active goes in

The fibre matrix

Microcrystalline cellulose (E 460(i)) gives a bright white, neutral base that wets evenly. Plant fibres such as oat or citrus fibre give a plant-based label but bring their own colour and taste, and oat fibre must be declared as a cereal containing gluten. Particle size and fibre length set fill density, softness and how fast saliva reaches the flavour.

Moisture, water activity and shelf life

Moisture drives softness and flavour release; water activity, a measure of how available that water is to microbes and chemical reactions, decides microbial stability. We specify both and measure water activity by methods such as ISO 18787. Moister pouches feel softer and release faster but need tighter control, and where a moist pouch needs more protection we choose a permitted preservative against each market's additive rules. Moisture also moves: a can that loses water through its lid dries the pouches and dulls the flavour, so shelf life comes from real-time stability in the final can.

Flavour and mouthfeel

Without an active, flavour is the product. Citrus top notes flash early, mint and cooling last longer, and encapsulated flavours stretch the profile across the session. Cooling agents come from the Union list of flavourings in the EU and GB and, in the US, from the flavouring substances FDA permits or GRAS flavourings. Sucralose, acesulfame K or steviol glycosides set the sweetness, and a sweetened pouch carries "with sweetener(s)" with its name. A little salt rounds the profile, while fleece softness and fill weight shape the feel under the lip. Our flavour and taste masking team builds each profile from the first bench sample.

Adding actives

Each active changes the pouch. Caffeine adds bitterness, vitamins add colour and need protection from moisture and light, and botanical extracts bring colour, bitterness and their own moisture behaviour. We change one variable at a time, recheck moisture and taste, and rerun stability, so a flavour pouch and its caffeine version share a base but keep their own data.

Cellulose or oat fibre, and the other permitted components

Every component is a food ingredient or a permitted additive for each target market. This is the position as of October 2026.

Component Job in the pouch Rules to check
Microcrystalline cellulose (E 460(i)) White, neutral matrix Food additive rules in the EU and GB; GRAS or food additive status in the US
Oat or citrus fibre Plant-based matrix with a label story Oat is declared as a cereal containing gluten
Glycerol (E 422) Humectant that holds moisture evenly Food additive rules
Sucralose, acesulfame K, steviol glycosides Sweetness Permitted levels by food category; "with sweetener(s)" with the name
Flavourings and cooling agents Flavour and freshness Union list in the EU and GB; permitted substances or GRAS status in the US
Salt Rounds the flavour Counts towards the salt figure in any nutrition declaration
Caffeine Energy Caffeine statement and content; national limits such as Finland's
B vitamins and vitamin C Function and claims Permitted forms; 15% or more of the NRV per daily portion for a claim

Ingredients with unsettled status stay out until the status is settled, and we confirm the status of every botanical and extract for each target market before formulation, with the supplier's documents on file.

Blending, pouching and canning, with flavours added late

Every project starts in development: bench samples in your flavours and strengths, a stability study in the final can and, where actives are present, release testing in simulated saliva, then a pilot batch before full production in Leicester. You sign off each stage. Production then runs in seven steps:

  1. Specify. We agree the specification with you: any actives, flavour profile, sweetness, moisture, water activity, pouch weight, pouches per can and shelf life. Supplier approval comes before any material is used, with a review every year.
  2. Weigh. Materials are weighed against the batch record under our allergen management plan, which uses yellow colour coding; oat fibre is handled as a gluten allergen.
  3. Blend and condition. Fibre, sweeteners and any actives are blended first, humectant and water bring the blend to target moisture, and flavours and cooling agents go in late to protect volatile notes.
  4. Check the blend. Moisture, and uniformity where an active is present, are checked before pouching.
  5. Pouch and seal. The blend is dosed into fleece and sealed into single pouches, with in-process checks on pouch weight and seal.
  6. Can and label. Pouches are counted into cans under a peel-off seal. Label verification on every batch is the critical control point in our HACCP plan, CCP-01: the name of the food, the ingredient list with allergens emphasised, the language version for each market and any caffeine statement.
  7. Retain and release. Three retained samples per batch are kept for shelf life plus one year. Every batch is released by quality control against its specification, and nothing is dispatched without quality control sign-off.

The pilot batch confirms blend order, moisture and pouch weight on the production line before the first full batch, and every later batch is made to the same batch record. The HACCP study for pouches is reviewed every year, and any non-conformance is closed with QA and Operations sign-off.

Nicotine-free verification and the rest of the release panel

British VitaTech is ISO 9001, HACCP and GMP certified by BSI, and FDA registered, and our pouches are GMP certified within that BSI scope. BRCGS implementation under way, certification expected in early 2027. Every batch is tested by accredited partner laboratories (ISO/IEC 17025) as part of every order; your specification sets the release tests.

  • Physical: pouch weight, seal integrity, moisture and water activity against your specification.
  • Sensory: flavour, sweetness and cooling against an agreed reference sample.
  • Microbiology: total viable count, yeasts, moulds and named pathogens.
  • Heavy metals: lead, cadmium and mercury against the UK and EU limits for food supplements where the pouch is sold as one.
  • Actives: caffeine and vitamins by HPLC where present, at release and across shelf life.
  • Nicotine-free verification: where a retailer or market asks for proof, accredited partner laboratories confirm the product is nicotine-free to a stated limit of detection.
  • Stability: accelerated and real-time studies of moisture, flavour, colour, seal and any actives, which set the shelf life on your label.

Each batch ships with its certificate of analysis and batch release confirmation, and your launch file holds the specification with its test methods and the stability report that sets the shelf life. Our testing and batch release page explains the full programme, and quality and accreditations covers each certificate and its scope.

Saying nicotine-free on the lid, in every market's language

  • Cans and seals: plastic or metal cans chosen for moisture barrier and lid feel, with a peel-off seal until first opening. We arrange paper-based cans through our partner network.
  • Adult design: mint, citrus, coffee and botanical flavours rather than sweet-shop profiles, names with no sweet or cartoon cues, and artwork that says plainly what the pouch contains. We design every caffeine version for adults, with strengths, flavours and artwork that do not appeal to under-16s.
  • Clear identity: "nicotine-free" and the contents on the lid, so the product is never mistaken for something it is not.
  • Child-resistant closures: tested to ISO 8317 and arranged through our partner network for caffeine versions.
  • Label space and languages: in the UK and EU, mandatory text needs an x-height of at least 1.2 mm, or 0.9 mm where the largest surface is under 80 cm², and every label is set in the language of each market.
  • Coding: a batch code and best before date on every can, tracing each can to its batch record.
  • Recyclability: the EU Packaging and Packaging Waste Regulation has applied since 12 August 2026, with recyclability grades from 2030 at the earliest, so we choose cans and lids with those grades in mind.

Food or food supplement: labelling nicotine-free pouches

United Kingdom

As of October 2026, nicotine-free pouches made from food ingredients are sold in Great Britain as foods, or as food supplements when they carry actives, under rules enforced by local authorities. Labels carry a name that says what the product is, an ingredient list with allergens emphasised, the net quantity, a date mark, storage conditions and the business name and address. Food supplements add the daily dose statements, and caffeine adds its own statement. Claims come only from the GB nutrition and health claims register. A nicotine-free pouch cannot be marketed as a stop-smoking aid: that is a medicinal claim, which in the UK needs a marketing authorisation from the MHRA.

European Union

As of October 2026, there is no single EU rule for pouches. Wherever a pouch is sold as food, EU food labelling applies, and a pouch with actives sold as a food supplement is notified in many member states before launch. A flavour pouch carries no nutrient or other substance with a nutritional or physiological effect, so it is an ordinary food rather than a food supplement and carries a nutrition declaration unless an exemption applies. In Sweden, nicotine-free pouches carry an ingredient list in descending order of weight, in Swedish. Claims come only from the EU register.

United States

As of October 2026, a nicotine-free pouch made from food ingredients sits under US food law. We take a flavour pouch to market as a conventional food, as US law does with chewing gum: every ingredient needs GRAS or food additive status, and the label carries a Nutrition Facts panel unless an exemption applies. A pouch with actives is usually positioned as a dietary supplement: intended for ingestion, described as releasing into saliva that is swallowed, with a Supplement Facts panel and structure and function claims carrying FDA's disclaimer. Caffeine in a conventional food needs its own GRAS basis, because FDA's GRAS listing for caffeine covers cola-type beverages only. We are an FDA registered food facility for dietary supplements.

One UK pouch brand, a client since 2023, has grown from a small brand to over 30,000 units a month, and we split its shipments across its fulfilment partners: "They've felt less like a supplier and more like a partner in the business." R&D is a paid stage that can be included with an order of the right size. Start your project with your flavours, any actives and your markets, and we will build the pouch and its labels around them.

Questions brands ask

What is a nicotine-free pouch?

A nicotine-free pouch is a small fibre pouch, placed under the lip, that releases flavour, and sometimes actives such as caffeine or vitamins, over a session. Ours use a plant-fibre matrix with a humectant, sweetener and flavour, sealed in a food-contact fleece and packed in a can that protects moisture. We make them in our Leicester facility, inside our BSI HACCP and GMP scope, so our pouches are GMP certified.

Are nicotine-free pouches regulated as food?

Broadly yes, as of October 2026. In the UK and the US, pouches made from food ingredients sit under food law, as foods or, with actives, as supplements. The EU has no single pouch rule, so we label to EU food law and add national requirements, such as an ingredient list in Swedish for Sweden. We build every pouch as a food from the first brief: permitted ingredients and additives, a full ingredient list, allergen control and lawful claims.

Can nicotine-free pouches contain caffeine or vitamins?

Yes. Caffeine, L-theanine, citicoline, B vitamins and botanical extracts all work in the same base, as long as each has a clear status in the markets you sell in. Adding an active changes the rules: caffeine brings its label statement and national limits, a pouch with actives is usually sold as a food supplement, and claims must come from the authorised registers. Our caffeine and nootropic pouch pages cover those rules.

What fillers do you use in nicotine-free pouches?

We use microcrystalline cellulose for a white, neutral base, or plant fibres such as oat or citrus fibre for a plant-based label. Fibre type and particle size set softness, fill density and how fast saliva reaches the flavour, and a humectant such as glycerol holds moisture evenly. Oat fibre brings a gluten allergen declaration, so we flag it at concept stage.

How long do nicotine-free pouches stay fresh?

Shelf life is whatever the real-time stability data in the final can supports. Moisture loss through the lid, flavour fading and microbial stability set the limit, so we specify moisture and water activity, choose cans with a strong moisture barrier and a peel-off seal, and track flavour against a reference sample. Accelerated studies guide early decisions, but the date on the label comes from the real-time data.

Do you make private label and white label pouches?

Yes. Brands come to us for private label or white label pouches, and either way we start from our established pouch platform and tune strength, flavour, moisture and can to the brand. Your formula is yours: the brand owns the specification and the data. Research and development is a paid stage that can be included with an order of the right size.

How do you keep nicotine-free pouches adult in look and flavour?

We design for adults from the first brief. Flavours stay with mint, citrus, coffee and botanical notes rather than sweet-shop profiles, names avoid sweets and cartoon cues, and artwork says plainly what the pouch contains, so nothing appeals to under-16s. Caffeine versions carry the caffeine statement on every label, and child-resistant closures tested to ISO 8317 are arranged through our partner network.
